What am I ailing from?

I have had a cough with little phlegm production for almost a month. My nose is slightly runny and I sometimes sneeze. This cough is what's confusing me. I can feel like there's a ton of phlegm and it sounds scratchy. What is it? Mucinex doesn't really help, none of the allergy meds i've taken have really helped.
