Can you sue someone for not clearing snow from their sidewalk in Michigan?

Michigan governmental immunity law protects city officials from suit in failure to enforce sidewalk snow removal ordinances. This has caused pedestrians (including students) to have to walk on busy streets when the sidewalks are not cleared. Enforcement is sporadic at best.
